Planning and Design Reinforce the special character of the historic church of St John's and its heritage place as a community church in the story of Canberra. Recognise the needs of the Diocesan offices and programs. Contribute positively to the character of Constitution Avenue and the city centre of Canberra. Demonstrate highest qualities in architecture, urban design and landscape management. Be a good neighbour to CIT, Reid and Campbell residents, the city centre and major newcomers such as the AFP. Encourage pedestrian movement and connections across the site. Function Provide a flexible master plan for the site. Provide required and future accommodation, second place of worship etc. Enhance the operation of the Parish, its outreach activities and the Diocese. Improve connections with adjoining sites. Allow creative management of traffic, access and parking. Consider and incorporate the most modern technology for sustainability and costs in use. Ensure functional transition arrangements for Parish and Diocesan staff and programs. Financial and Timing Retain ownership of the land for present and future generations. Develop a realistic income stream for the work of the Parish and the Diocese including the outreach activities. Develop a program for progressive realisation of the value of the site.
